1. Purpose
The MahaBachatGat Consultancy Portal (“Portal”) is committed to promoting transparency, fairness and informed decision-making by Service Buyers. These Pricing & Service Disclosure Guidelines establish the standards governing the publication of consultancy services, pricing information and related disclosures by registered Consultants.
The objectives of these Guidelines are to:
• promote transparent pricing practices;
• minimize misunderstandings between Consultants and Service Buyers;
• enable informed comparison of consultancy services;
• maintain consistency across the Portal; and
• support compliance with applicable laws and ethical business practices.
These Guidelines shall be read together with the Portal’s Terms & Conditions, Consultant Policy, Service Buyer Policy, Code of Ethics & Professional Conduct, Acceptable Use Policy and other applicable Portal policies.
2. Scope
These Guidelines apply to all registered Consultants who publish:
• consultancy services;
• consultancy packages;
• professional fees;
• training programs;
• workshops;
• audits;
• advisory services;
• project-based services;
• subscription-based services; or
• any other professional service offered through the Portal.
3. Nature of Displayed Prices
Prices displayed on the Portal are intended to provide Service Buyers with a reasonable indication of the Consultant’s professional charges.
Unless expressly stated otherwise by the Consultant, displayed prices should be treated as indicative and may be subject to discussion based on:
• project scope;
• complexity;
• duration;
• travel requirements;
• location;
• documentation;
• statutory compliance;
• customization requested by the Service Buyer.
Publication of a price does not automatically create a legally binding contract between the Consultant and the Service Buyer.
4. Direct Consultant–Service Buyer Relationship
All negotiations regarding consultancy fees shall take place directly between the Consultant and the Service Buyer.
The Portal:
• does not negotiate consultancy charges;
• does not determine consultancy fees;
• does not recommend pricing;
• does not collect consultancy payments;
• does not issue consultancy invoices on behalf of Consultants;
• does not participate in financial negotiations.
The Portal’s only payment collection relates to the Platform Registration Fee payable by Consultants for listing their services.
5. Transparency in Service Descriptions
Each Consultant shall clearly disclose, to the extent reasonably applicable:
• scope of services;
• expected deliverables;
• service duration;
• mode of delivery (online, offline or hybrid);
• estimated timelines;
• prerequisites or eligibility requirements;
• exclusions;
• assumptions;
• applicable taxes, if any;
• whether travel or incidental expenses are chargeable separately.
Descriptions shall be sufficiently clear to enable Service Buyers to understand the nature of the service before initiating contact.
6. Pricing Standards
Consultants are expected to display pricing honestly, accurately and transparently.
Pricing information should:
• be easy to understand;
• reflect genuine professional charges;
• avoid hidden fees;
• avoid deceptive pricing practices;
• be updated promptly when materially changed;
• distinguish between fixed-price services and customised quotations.
Where pricing depends on project-specific requirements, Consultants should indicate that a customised quotation will be provided after discussion.
7. Taxes
Consultants are solely responsible for determining and complying with their own tax obligations under applicable law.
Where applicable, Consultants should clarify whether quoted prices:
• are inclusive of taxes; or
• are exclusive of applicable taxes.
The Portal does not calculate, collect or remit taxes relating to consultancy services provided by independent Consultants.
8. Promotional Offers and Discounts
Consultants may publish promotional offers or discounts provided that such promotions:
• are genuine;
• are not misleading;
• clearly state any applicable conditions;
• specify the validity period, where applicable.
Artificial inflation of prices solely to advertise exaggerated discounts is prohibited.
9. Free Services
Consultants are encouraged, where appropriate, to offer free or concessional consultancy services for:
• Self Help Groups (SHGs);
• Women Entrepreneurs;
• social enterprises;
• educational institutions;
• community development initiatives.
Where services are offered free of charge, Consultants should clearly indicate any limitations or conditions applicable to such services.
10. Prohibited Pricing Practices
Consultants shall not:
• publish false or misleading prices;
• advertise unrealistic or deceptive offers;
• conceal mandatory charges;
• display fraudulent discounts;
• claim “Government Approved Price” without lawful authority;
• publish pricing intended to deceive Service Buyers;
• advertise “Guaranteed Results” linked to payment.
Such practices may result in administrative action under the Portal’s policies.
11. Changes in Pricing
Consultants may revise consultancy charges at any time.
However:
• revised prices should be updated promptly on the Portal;
• previously agreed consultancy contracts should ordinarily remain governed by the terms agreed between the Consultant and the Service Buyer unless both parties agree otherwise.
The Portal is not responsible for monitoring or enforcing private pricing agreements.
12. Responsibility of Service Buyers
Service Buyers are encouraged to:
• review service descriptions carefully;
• seek clarification before engagement;
• request written quotations where appropriate;
• confirm the final consultancy fee before commencing any assignment;
• independently assess whether the service meets their requirements.
The final decision to engage a Consultant rests solely with the Service Buyer.
13. Portal Disclaimer Regarding Pricing
The Portal publishes pricing information solely for informational purposes.
The Portal:
• does not certify the reasonableness of consultancy fees;
• does not guarantee price competitiveness;
• does not recommend one Consultant over another based-on pricing;
• does not verify commercial negotiations conducted outside the Portal.
Users are responsible for independently evaluating consultancy services before entering into any agreement.
14. Monitoring and Compliance
The Portal may review service listings to ensure compliance with these Guidelines.
Where pricing information appears misleading, incomplete or inconsistent with Portal policies, the Portal may:
• request clarification;
• request corrections;
• temporarily withhold publication;
• modify formatting for consistency;
• suspend or remove non-compliant listings;
• take other administrative action in accordance with Portal policies.
Such review does not constitute approval or verification of the commercial terms offered by the Consultant.
15. Policy Amendments
These Guidelines may be revised periodically to reflect changes in law, regulatory requirements, industry practices or operational needs.
The latest version published on the Portal shall supersede all previous versions.
Continued use of the Portal constitutes acceptance of the revised Guidelines.
